Mr. Wayne Harvey has a wealth of professional experience in the field of Developmental Disabilities. He has served in several professional capacities throughout his career in the Comprehensive Care Center System and with the Cabinet for Health Services before coming to Independent Opportunities. Mr. Wayne Harvey is also a retired veteran of the United States armed forces. He has completed numerous assignments and was recognized on numerous occasions during his 20 year career for outstanding performance and retired an officer with very high standards ethically, personally and professionally.
Mr. Harvey has a bachelor’s degree in Health Education from Morehead State University and he also obtained a masters degree in Healthcare Administration. He has taken the knowledge he gained from previous places of employment, experiences and his on-going development from attending current state and national conferences and seminars to stay abreast of current best practices in the field and utilized that information to build a strong organization that is committed to excellence. Mr. Harvey also ensures that Independent Opportunities has strong professional leadership that strives to empower individuals by creating and maintaining a safe and healthy environment in which people with Developmental Disabilities can live and prosper. Mrs. Billie Swanner brings nine years of experience, including experience in Human Resources and in the field of Management. Mrs. Swanner is a graduate of Eastern Kentucky University. In her current position as Human Resources Director, Mrs. Swanner originates and leads Human Resources practices and objectives that provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. Mrs. Swanner also coordinates implementation of services, policies, and programs through Human Resources staff; reports to the COO and serves on the Organization Leadership team; and assists and advises company managers about Human Resources issues. Ms. LeAnn Bishop has been a member of the Independent Opportunities team since September 2002. Ms. Bishop attended the University of Kentucky where she earned a B.A. in Social Work. She later earned a Masters in Human Services at Eastern Kentucky University. Her love for assisting those diagnosed with Intellectual Disabilities, began while in a position of providing direct care. Since joining the organization she has held various positions including Case Manager, Professional Supports and Services Program Coordinator, and Director of Children’s Services. In her current position of Program Director, she enjoys sharing her experience to help motivate others to develop the same passion that she has. Ms. Leticia Villarreal serves as Independent Opportunities' Executive Director for our London, Kentucky operations. Leticia is a native of sunny southern California and moved to Kentucky with her husband and children in the summer of 2009. Leticia grew up in a big family as she is the eldest of 5 children. She attained her education later in life and was the first of her siblings to graduate college with a 4-year degree. Leticia has a Bachelor of Science in Human Services. While attaining her degree, she had the opportunity to take several elective courses that were centered on autism and special education that helped spark her tremendous desire to help people with developmental disabilities. Leticia and her husband have their own large family as they have six children. She feels the dynamics of having a large family atmosphere always gives her a unique perspective when working to resolve different problems that are presented to her as a leader. She has worked in the human services field for 12 years prior to joining the Independent Opportunities team. She worked for another SCL provider in the central Kentucky area for 10 years doing the jobs of Billing Coordinator, Residential Services Coordinator, Supported Employment, Quality Assurance Coordinator, and Program Director and eventually promoted to Executive Director. We are pleased that Leticia decided to become a part of the Independent Opportunities team and bring her unique talents in helping people with developmental disabilities to the London area to assist individuals within our program to live meaningful and prosperous lives.
